Members present were Reeve, Rick Plaisier; Cyril Druwe, Clement Gervais, Steve Baron, Stan Cochrane, Jeff Sigurdson, Dave Roulette, Larry Wallace, Scott Phillips and administrator, Mary Smith.

• Payment of general account numbers 357 to 505, inclusive, in the amount of $298,300.81 were approved and the fi nancial statement for the month ended April 30, 2015 was approved as presented.

• By-law No. 14-2015 being a By-Law to authorize the closure of part of a municipal road and sale of land pass first reading.

• The RM of Sifton set Tuesday, July 14, 2015 as the date for the Public Hearing for the road closure (Road Plan V119) located within the NE 31-9-24 WPM.

• By-law No. 16-2015 being a By-Law to alter the names of certain highways in the municipality pass first reading.

• By-law No. 16-2015, as amended, pass second reading.

• Harold and Esther Findlay have submitted Variation Application No. 15-01 as required to comply with Zoning By-law No. 1325; this application requests approval to vary the minimum west side yard from 125 feet to 12 feet to allow for the re-location of new corrals on the property. This application be approved.

• Darren and Tammy Hall have submitted Variation Application No. 15-02 as required to comply with Town of Oak Lake Zoning By-Law

• No. 640; this application requests approval to vary the minimum front yard from 25 feet to 23 feet and to vary the minimum rear yard from 10 feet to 5 feet to allow a new mobile home to be located on the property. This application be approved.

• WHEREAS Doug Heritage has submitted Variation Application No. 15-03 as required to comply with Zoning By-law No. 1325; this application requests approval to vary the minimum front yard from 25 feet to 5 feet, to vary the minimum north side yard from 5 feet to 1.5 feet and to vary the south side yard from 5 feet to 1.5 feet to allow a garden shed and a gazebo to be located on the property. This application be approved.

• WHEREAS Tim Wenstob has submitted Variation Application No. 15-04 as required to comply with Zoning By-law No. 1325; this application requests approval to vary the minimum north side yard from 10 feet to 4.5 feet and to vary the maximum accessory building area from 500 square feet to 875 square feet to allow for a dwelling and detached garage to be located on the property; This application be approved.

• By-law No. 15-2015 being a By-Law to set the salary for municipal employees for the year 2015 pass first reading.

• By-law No. 15-2015 pass second reading.

• Councillor Larry Wallace declared a confl ict of interest with the next item on the agenda and left the meeting.
• Council accepted the recommendation from the Personnel Committee to hire: KJ Wallace as their full time summer student for Position #1 from June 29 to August 14, 2015 (2-3 days per week working with our Public Works employee and 1-2 days per week working with the Municipal Foreman to administer the West Nile Program); and Kohen Enns as our full time summer student for Position #2 from July 6 to August 21, 2015, 5 days per week working with our Public Works employee.

• Councillor Larry Wallace re-entered the meeting.

• The R.M. of Sifton supports AMM’s appointment of Rick Plaisier to the Assiniboine River Basin Initiative Board.

• Council approved the A/P Preliminary Cheque Run as presented May 12.

• Manitoba Emergency Measures Organization has advised that the 2014 June 27-30 Heavy Rains DFA Program will formally close on July 9, 2015. The R.M. of Sifton will not be able to have all road construction repairs completed by this deadline and request than an extension to November 30, 2015 for claim numbers 200200574 and 200202245 be approved.

• Council and the CAO are hereby authorized to attend the 2015 Western District Meeting being held in Brandon, June 18, 2015 with expenses paid.

• Oak Lake Community School has written to advise that they will be holding their Annual Middle Years Track and Field Meet on May 21with a rain date of May 22.
Their Annual Early Years Track and Field Meet will be held on June 18 with a rain date June 19. The R.M. of Sifton will close the sections of Assiniboine Street, Aspen Street, 2nd Avenue East and 3rd Avenue East that are adjacent to the School for the safety of the students.

• R.M. of Sifton will submit an application for the 2015 West Nile Virus Cost-share Larviciding program.

• Council moved into a Committee of the Whole, with Reeve Rick Plaisier in the chair to conduct the 2015 Financial Plan Hearing.

• Section 162(1) of the Municipal Act requires that each Municipality adopt a Financial Plan for each year consisting of an Operating Budget, a Capital Budget, an estimate of operating revenue and expenditures for the following fi scal year and a five year expenditure program. The 2015 Financial Plan for the R.M. of Sifton as set out in a form approved by the Minister be hereby
adopted and that the said estimates shall be incorporated in; and form part of the 2015 Levy By-Law.

• By-law No. 13-2015 pass second reading.
• By-law No. 13-2015 pass third reading and that it be signed, sealed and delivered.

• Portions of Lakeshore Drive within Oak Lake Resort and North Railway Street East within the L.U.D. of Oak Lake sustained damages from the 2014 flood; Council tender by invitation for the required asphalt repairs to Lakeshore Drive and North Railway Street East; tender to be received by June 4. Council tender the 710D John Deere Backhoe for sale “as is where is”. Tenders to be received by June 4.
