The regular meeting was held in the council chambers in Oak Lake on June 8, 2. Members present were:

Jeff Sigurdson, Rick Gabrielle, Larry Wallace, Scott Phillips, Stan Cochrane, Clement Gervais, Dave Roulette, Wilson Davis, and Administrator, Mary Smith

• Cody Denbow, Shop Foreman entered the meeting to update Council on operator’s schedules and machine maintenance and Roger Main, Public Works Foreman entered the meeting to update Council on the operations for the Sewer Utility and the Oak Lake LUD.

• Carleigh Babiak, Rec Director/Economic Development Officer entered the meeting to update Council on activities.

• Council accepted the tender from Roger Branum Construction for the sidewalk repair projects requested by the Oak Lake LUD.

• RM of Sifton hired Lacy Enns as our summer student for Position 1 – June 29 to Aug.18, 2017 (40 hours per week) 7 weeks at $12.00 per hour and;  Tyson Gompf as our summer student for Position 2 – July 4 to Aug. 25, 2017 (40 hours per week) 7 weeks at $12.00 per hour.

• The payment of general account cheque numbers 3585 to 3683 and Direct Deposit payroll, inclusive, in the amount of $128,999.64 be approved.

• The Statement of Revenue and Expenditures for the month ended May 31, 2017 was approved as presented.

• Variation Application No. 17-04 was approved for the construction of a 32 X 50 garage, with the following condition: that the exterior of the building be finished with a residential finish.

• Variation Application No. 17-05 was approved for construction of a new home with a garage and basement, with the following condition:  owner is to develop a drainage plan approved by Council along the north side of the property.

• The A/P Preliminary Cheque Run was approved as presented June 8.

• RM of Sifton provide 2 cakes (large 22 x 30) at a cost of $190 from Candace Kreutzer for the Farmers Market at Oak Lake Resort on July 1.

• The RM of Sifton will borrow from the Credit Union, by way of an interim line of credit agreement, promissory note or notes or otherwise, the sum of $795,839 together with interest at the prime rate of the Credit Union. The RM of Sifton will mortgage and pledge to the Credit Union all taxes to be collected by the RM of Sifton as security for repayment of the amount borrowed from the Credit Union. All amounts so borrowed and interest will be repaid to the Credit Union within the current year.

• Council provides their approval for this project Municipal Rights-of-Way application, to install fibre optic cable to supply internet connection to homes and business within the LUD of Oak Lake; with the following conditions: -cable to be installed a maximum of 1 meter off property lines; -RFNow must obtain written sites locates and clearances prior to any work commencing and any changes in depth or location will require new approvals

• Deputy Reeve and CAO are authorized to sign the Agreement of             Purchase and Sale of + 2.05 acres between the Province of Manitoba and the RM of Sifton – Plan of Water Control Works 41837 BLTO in Fractional SE ¼ 31-8-24 WPM.

• Council approved a tender by invitation  for the following: The pumping out of Oak Lake resident sewer tanks (list to be provided by the Municipal office) please provide cost per tank. As well as, provide an hourly rate for use of septic truck to perform jobs authorized by the municipal office or the public works foreman. The company must confirm their ability to respond with equipment and manpower when given 3 hours notice. The pumping out of tanks is to be completed by Aug. 31. Proof of vehicle and liability insurance is to be included with the tender. Tenders are to be received by 5:00 p.m. Jul. 13. The lowest or any tender may not be accepted and the RM of Sifton reserves the right to reject any and all tenders.

• RM of Sifton formed the Oak Lake Community Hall Reno Committee and that the following persons be appointed: Council members – Stan Cochrane, Dave Roulette, Larry Wallace, Oak Lake & Area Lions members – Garnet Gompf and  Garry Gardiner, Oak Lake Agricultural members – Kyle Cochrane and Sabrina Dean.
