Prairie View Municipality held a regular meeting on June 23 at 9:00 a.m. in the Miniota Chambers. Members present were Clark, Bertram, Butler, Fulcher, Howard, Salmon, Oliver and Wilson.

Prairie View Municipality held a regular meeting on June 23 at 9:00 a.m. in the Miniota Chambers. Members present were Clark, Bertram, Butler, Fulcher, Howard, Salmon, Oliver and Wilson. Staff present were Interim CAO Epp, CFO Collier, and Administrative Assistant Bonner.

  • The establishment of a second dwelling on the property owned by David and Kurt Lane in the SE 10-17-26 WPM, as outlined in the letter from Mid-West Planning District dated June 16, 2015, was approved.
  • Councillor Salmon requested a recorded vote on the following resolution. Policy No. TS-002 - Sale of Aggregate that authorizes the sale of aggregate from municipally owned pits located in SW 34-14-27 and NW 5-18-27 was approved with the requirement that no crushed aggregate be sold at this time. Recorded vote is as follows: Charles Bertram - Yes, Darcy Oliver - Yes, David Howard - Yes, Linda Clark - Yes, Lyle Salmon - No, Michael Fulcher - Yes, Morley Butler- Yes, Roger Wilson- Yes.
  • Grants to the following organizations have been approved: Birtle Curling Club - $100, Miniota Service to Seniors - $1,000, Birtle Service to Seniors - $300, Foxwarren District Recreation Centre - $2,000, Foxwarren Leisure Centre - $300, Solsgirth Community Hall - $500, Arrow River Community Centre - $1,500, Beulah Community Centre - $1,500, Crandall Community Centre - $1,500, Isabella Community Centre - $1,500, Miniota Community Centre - $4,500, Miniota Museum - $1,500, Miniota Golf Club - $1,000, Prairie View Gymnastics - $1,000.
  • Miniota Community Centre has applied to Prairie View Municipal Council for assistance to repair roof and damages to the building. A grant in the amount of $20,000 was approved and will be paid to Miniota Community Centre for assistance with repairs required, and that the funds are to be transferred from the RM of Miniota Economic Reserve.
  • The Birtle Golf Course has made a request to receive funding to provide assistance with operation costs in 2015; a grant of $10,000 will be provided to the Birtle Golf Course.
  • A $20,000 grant to the Birtle Community Hall for 2015 will be provided.
  • Funding up to $48,000 to the Birtle and District Community Centre for 2015 will be provided.
  • The Miniota Golf Club has made a request to receive an annual operating grant; a grant in the amount of $5,000 has been authorized, on the condition that this money be used to apply to the outstanding loan for the development of the golf course, and that this grant request will be reviewed annually; an incentive grant of 75% of the property tax bill will be provided.
  • Grants will be provided to the former R.M. of Miniota volunteer cemetery committees upon receipt of their Financial Statements as follows: Miniota Cemetery Committee - $3,000, Crandall Cemetery Committee - $3,000, Arrow River Cemetery Committee - $3,000; Isabella Cemetery Committee - $2,000, Beulah Cemetery Committee - $2,000.
  • The payment of a levy to Mid-West Planning District in the amount of $43,342.82, with 50% of the levy paid now and the remainder due upon invoice, has been approved.
  • The payment of the invoice in the amount of $647.44 to Mid-West Planning District, which is the remaining cost of the DataLink contract owed by the former R.M. of Miniota has been approved. Continued from Page 15
  • A donation of $1,200 to the Arrow River Community Centre for the July 1 fireworks event has been approved.
  • The revised policy GA-023 Recognition of Years of Service was adopted, and that the policy be renumbered to reflect the Prairie View Municipal policies.
  • The request for sponsorship of a trophy for the 2015 Miniota Antique Tractor Pull was approved. Seconded By: Morley Butler
  • The CAO has been authorized to enter into an agreement with MTS for the provision of E9- 1-1 Service to the municipality.
  • The CAO has been directed to investigate options for by-law enforcement and provide a follow-up report and recommendation for consideration.
  • The establishment of a second dwelling on the property owned by Mr. Brad Cole in NE 14-13-27W, as outlined in the letter from Mid- West Planning District dated June 8, 2015, has been approved.
  • Council advise Manitoba Emergency Measures that the municipality agrees to work with Ducks Unlimited Canada as part of the EMO DFA program as requested. This will include the municipality submitting on behalf of Ducks Unlimited Canada costs for repairs to two sites that were damaged during the Heavy Rain Event in 2014 in the former R.M. of Miniota. Ducks Unlimited Canada will be responsible for any costs not deemed eligible under the DFA program.
  • The CAO has been authorized to enter into an agreement with Tundra Oil & Gas Partnership Ltd. for the purpose of installing an electrical cable between NE 32-16-27 WPM (LSD 12) and NW 31-16-27 (LSD 9) WPM.
  • Council has accepted the development on Lots 1-4 & 12-14 Block 10 Plan 595 in Crandall, Manitoba as outlined in the Inspection Report from Mid-West Planning District.
  • CFO Collier and Administrative Assistant Bonner were excused from the meeting. Councillor Bertram declared an interest on In-Camera item: Lease Agreement and left the meeting during the discussion on the matter. Councillor Wilson declared an interest on an In Camera personnel issue and left the meeting during the discussion on the matter.
  • Council went into an In-Camera session to discuss legal and personnel issues. Council adjourned their In-Camera session and resumed the former order of business.
  • Councillor Bertram declared a conflict of interest with Item # 14 Randy Sandstrom Lease and left the meeting during the discussion and decision on the matter.
  • Council of the Prairie View Municipality will enter into a Lease Agreement 6150561 MB Ltd for the portion of Government Road Allowance located between Section 17-16-27W and Section 8-16-27W; the CAO has been authorized to sign the agreement on behalf of the municipality.
  • Council will proceed with the recruitment of the CAO position with the municipality with the Interim CAO providing recruitment support services as required.
